CHENNAI: Tamil Nadu Chief Minister C Joseph Vijay announced a major package of welfare measures in the state Assembly on Monday, including three LPG cylinders a year for eligible families, expanded free bus travel for women and free public transport for transgender persons.
The announcements were made under Rule 110 of the Tamil Nadu Assembly and come at a politically significant time, with the Vijay-led government seeking to establish its welfare credentials while responding to rising household costs and concerns over access to affordable public transport.
The measures cover household energy expenses, women's mobility and inclusion of transgender people in the state's fare-free public transport system. Vijay also announced that the proposed second airport at Parandur near Chennai would not go ahead at the planned site.
Three free LPG cylinders from Pongal 2027
One of the biggest announcements was the Annapoorani Super Six scheme, under which eligible families will receive the cost of three LPG cylinders every year.
The scheme is scheduled to begin from Pongal 2027 and is expected to cover around 1.30 crore to 1.34 crore families across Tamil Nadu. Families with annual income of up to Rs 2.5 lakh are among those covered, along with specified vulnerable groups such as small and marginal farmers and families below the poverty line.
The government will not distribute separate cylinders directly. Instead, beneficiaries will purchase LPG through the existing distribution system, while the cost of the three eligible cylinders will subsequently be credited directly to their bank accounts.
The scheme is expected to cost the state government more than Rs 4,000 crore every year.
Why the government introduced the LPG scheme
Vijay linked the decision to the increasing financial pressure on households caused by higher cooking-gas prices and supply concerns arising from the prevailing situation in the Gulf region.
He said the government was taking the step despite financial constraints because reducing household expenses and protecting people's welfare remained a priority.
The LPG announcement is also politically significant because Vijay's Tamilaga Vettri Kazhagam had promised six free LPG cylinders annually during the campaign for the 2026 Assembly election.
The current announcement represents the first phase of that promise, with three cylinders being covered initially.
Free bus travel scheme gets a major expansion
Vijay also announced a substantial expansion of the state's Vettri Payana Thittam, the existing fare-free bus travel programme for women.
Until now, the benefit was largely restricted to ordinary government buses, with restrictions including a distance limit.
Under the expanded scheme, women will be able to travel free on additional categories of buses, including Express, LSS and Deluxe services. The benefit will also cover inter-district and other eligible services.
The expanded programme is scheduled to take effect from October 2.
Vijay said the government wanted to ensure that women did not lose employment, education or other opportunities because they could not afford transportation costs.
No distance or trip limit for women
The expansion could significantly change how women use public transport in Tamil Nadu.
Under the existing arrangement, women travelling on ordinary buses faced restrictions including a 40-km limit in certain services.
The new system removes the distance restriction, according to Vijay. There will also be no restriction on the number of trips or an income ceiling for women using the expanded benefit.
This means the scheme is moving from a relatively limited subsidy on ordinary bus journeys to a much broader public-transport entitlement.
Women travelling between districts could potentially benefit from the expansion, while those using Express and Deluxe services will also receive access to free travel under the new arrangement.
Transgender persons included in free travel
Another major element of the announcement is the extension of fare-free bus travel to transgender persons.
The decision gives the transgender community access to government bus services without fares and places the group within the state's broader social-welfare and mobility framework.
The move is significant because transportation costs can directly affect access to employment, education, healthcare and other essential services.
By extending the benefit beyond women, the government is also presenting the scheme as an inclusion-oriented welfare measure.
Why free mobility matters
Vijay framed women's transport access as more than a welfare benefit.
His argument is that affordable and reliable mobility can directly influence women's economic independence.
A woman who can travel to a workplace, college, training centre or government office without worrying about daily bus fares has greater freedom to pursue opportunities outside her immediate neighbourhood.
The same principle applies to transgender people, particularly those who may depend heavily on public transport for employment and essential services.
The government is therefore positioning the expanded scheme as an investment in mobility and social participation rather than merely a concession on bus fares.
Parandur airport project dropped
In another major announcement, Vijay said the proposed second airport at Parandur near Chennai would not proceed at the planned location.
The project had faced sustained opposition from farmers and residents of villages in the proposed project area.
Vijay said the government stood with affected families and that alternative sites were being explored for the airport.
The proposed Parandur airport had been planned across approximately 5,746 acres, with a significant portion involving private land. The project was estimated to cost around Rs 27,400 crore.
The decision therefore has implications well beyond land acquisition and local protests. Chennai's long-term aviation expansion plans will now have to be reconsidered if an alternative location is selected.
Stalin attacks the airport decision
Former Tamil Nadu chief minister and DMK president M K Stalin criticised the decision to abandon the Parandur project.
Stalin argued that the airport had been carefully planned during the previous DMK government after evaluating alternative locations and that the land acquisition process had already progressed substantially.
He warned that abandoning the project and starting the process again at another location could delay Chennai's infrastructure development and affect the state's growth trajectory.
Stalin also objected to Vijay making the announcement under Rule 110, which does not permit a detailed discussion of the statement in the Assembly.
Welfare push comes with a fiscal challenge
While the announcements are likely to provide direct relief to millions of residents, they also create a substantial financial obligation for the state.
The LPG scheme alone is expected to cost more than Rs 4,000 crore annually. Expanding free bus travel to additional services and categories of passengers will also have financial implications for state transport corporations.
Tamil Nadu therefore faces the challenge of balancing welfare commitments with expenditure on infrastructure, public services and debt management.
The government's ability to sustain these programmes over several years will depend on revenue growth, subsidy requirements and the financial performance of state-run transport corporations.
From election promises to government schemes
The announcements also demonstrate how Vijay is translating his election campaign into government policy.
His party had campaigned heavily on welfare measures, including support for household expenses. The three-cylinder LPG programme is directly connected to one of those commitments, although the initial rollout covers three cylinders rather than the six promised during the election campaign.
The expanded bus programme similarly strengthens a welfare policy with a direct and easily measurable impact on people's daily lives.
Unlike infrastructure projects whose benefits may take years to materialise, free travel and LPG reimbursement can be experienced by beneficiaries almost immediately after implementation.
A political and social message
Taken together, Vijay's announcements send a broader political message.
The government is seeking to combine household financial relief, women's economic mobility and social inclusion in a single welfare agenda.
The LPG scheme targets recurring household expenditure. The expanded bus programme reduces transportation costs. Extending free travel to transgender persons adds an explicit inclusion component.
The Parandur decision, meanwhile, allows the government to present itself as responsive to affected farmers and local residents.
What happens next?
The immediate focus will be on implementation.
For the LPG programme, the government will have to identify eligible households, establish the reimbursement mechanism and ensure that payments reach the correct bank accounts without delays.
For the bus scheme, transport corporations will need to modify ticketing and accounting systems so that women and transgender passengers can travel without fares on the newly covered services.
The government will also have to determine the alternative location for Chennai's proposed second airport following the decision to abandon the Parandur site.
The measures announced by Vijay represent one of the most substantial welfare packages unveiled by his government so far.
With three LPG cylinders for eligible families, wider free bus travel for women, free travel for transgender persons and a reversal of the Parandur airport plan, the Tamil Nadu government has combined immediate household relief with larger questions of mobility, inclusion and infrastructure.
The success of the package, however, will ultimately depend not on the announcements themselves but on how effectively they are implemented—and whether the state can sustain their financial cost over the long term.
