Odisha Orders Salary Cuts for Alimony Payment Defaulters

Govt employees may face direct deductions for unpaid dues

BHUBANESWAR: The Odisha government has ordered departments to directly deduct court-ordered maintenance or alimony from the salaries of government employees who fail to make payments to their wives or children despite judicial directions.

The move, announced by Chief Minister Mohan Charan Majhi, is aimed at ensuring compliance with court orders and preventing beneficiaries from being deprived of financial support because of payment defaults.

Salary Deductions to Enforce Court Orders

Under the new directive, government departments will be able to recover the amount that an employee has failed to pay under a court order. The recovered money will then be provided to the concerned beneficiary.

The measure applies to state government employees who default on court-mandated maintenance or alimony obligations. It is intended to strengthen enforcement of judicial directions through the government's existing administrative and salary systems.

Women and Children to Get Timely Financial Support

The government's decision is particularly aimed at ensuring that estranged wives and children receive maintenance ordered by courts without prolonged delays.

Officials have been directed to take steps when an employee fails to comply with a maintenance order. The objective is to ensure that beneficiaries receive the financial assistance awarded to them through legal proceedings.

Cases to Be Linked With HRMS System

The enforcement mechanism is expected to use Odisha's Human Resources Management System (HRMS), allowing salary-related action to be integrated with government employee records.

This could make the recovery process more systematic by enabling departments to identify defaults and process deductions from salaries rather than relying solely on separate recovery proceedings.

Odisha Takes Strict Stand on Maintenance Defaults

The decision reflects the state government's emphasis on compliance with judicial orders. Employees who are legally required to provide maintenance cannot simply ignore those obligations while continuing to receive a government salary.

The policy also sends a message that government employees are expected to comply with court directions concerning financial support for dependants.

Move Aims to Strengthen Legal Compliance

The Odisha government's order provides an administrative mechanism for enforcing maintenance and alimony obligations among its employees.

By allowing the amount to be recovered directly from salaries, the state hopes to reduce delays faced by beneficiaries and ensure that court-ordered payments reach them more reliably.

The development marks a significant step toward using government salary systems to enforce legally mandated maintenance payments.
