NASA’s decision to invite India to participate in its ambitious Moon Base programme marks a potentially important new chapter in India-US space cooperation. But while the invitation represents a significant diplomatic and strategic opportunity, it is still too early to determine exactly what role India or the Indian Space Research Organisation (ISRO) will play in building and operating a permanent human presence on the Moon.
The invitation was discussed during the ninth meeting of the India-US Civil Space Joint Working Group, held at ISRO headquarters in Bengaluru. The talks covered broader cooperation in space science, human spaceflight technology and future lunar exploration. The development follows years of increasingly close cooperation between NASA and ISRO, including the successful NISAR Earth-observation mission launched in July 2025.
NASA’s Moon Base Vision
NASA is now shifting its Artemis strategy from primarily planning visits to the Moon toward establishing a sustained presence on the lunar surface. The proposed base is expected to be located near the Moon’s south pole, a region considered especially valuable because some areas receive sunlight for long periods while nearby permanently shadowed craters may contain water ice.
Water ice could become one of the most important resources for a future lunar settlement. It could potentially be processed into drinking water and oxygen, while hydrogen and oxygen derived from water could eventually support rocket propellant production. This concept, known as in-situ resource utilisation, could reduce the enormous cost of transporting every essential resource from Earth.
The lunar south pole, however, is also one of the most difficult places to operate. NASA describes the region as having extreme temperatures, rugged terrain and permanently shadowed areas. Future missions will therefore require sophisticated power systems, communications equipment, navigation technologies, robotic vehicles and habitats capable of protecting astronauts from radiation and the harsh lunar environment.
Where Could India Fit In?
At present, there is no publicly defined list of hardware, technology or missions that India has been assigned to provide for the Moon Base. That is why the invitation should be viewed as the beginning of negotiations rather than confirmation of a specific Indian contribution.
India could potentially contribute through several areas in which ISRO and Indian researchers have developed significant capabilities. These could include robotic exploration, lunar science, communications, navigation, remote sensing, scientific instruments and technologies associated with landing and surface operations.
India's Chandrayaan missions have already demonstrated the country's ability to conduct sophisticated lunar exploration. Chandrayaan-3's successful soft landing near the lunar south polar region in 2023 also gave India valuable experience in autonomous landing and surface operations.
However, building a permanent lunar base is fundamentally different from conducting a short-duration robotic mission. A base requires continuous power, reliable communications, transportation, radiation protection, life-support systems, logistics and regular resupply. Consequently, any Indian contribution would depend on future technical agreements, funding decisions and the capabilities that both countries agree to develop.
Artemis Accords Provide the Framework
India's participation in the Artemis Accords is another important part of the story. India signed the accords in 2023, joining a growing group of nations supporting principles for responsible exploration and use of space resources. The framework provides a basis for countries to cooperate on future lunar exploration.
The latest NASA invitation therefore builds on an existing diplomatic and technological relationship rather than representing an entirely new partnership.
For India, participation could provide access to an international programme focused on human lunar exploration at a time when the country's own ambitions are expanding. India has announced long-term plans involving human spaceflight, a space station and eventually human missions to the Moon.
NASA Is Moving Toward a Permanent Presence
NASA's revised lunar strategy is considerably more ambitious than simply returning astronauts to the Moon. The agency has shifted resources toward a surface base and away from the previously planned Lunar Gateway orbital station. The new approach places greater emphasis on robotic missions, lunar infrastructure, power generation and technologies that can support astronauts for increasingly long periods.
NASA's phased concept includes robotic exploration and technology demonstrations before the deployment of larger infrastructure. Later stages are expected to involve habitats, power systems, communications networks, transportation and other facilities required for a more permanent human presence.
This makes international partnerships increasingly important. No single country may need to provide every component of such a complex programme. Different nations can potentially contribute spacecraft, scientific instruments, robotics, communications technology, logistics or other specialised capabilities.
A Strategic Opportunity for India
For India, involvement in the Moon Base programme could have benefits extending well beyond lunar exploration.
Participation in a major international human-spaceflight programme could accelerate the development of technologies needed for India's own long-term ambitions. It could also provide Indian scientists and engineers with opportunities to work alongside NASA and other international partners on deep-space systems.
The partnership could further strengthen India's position as an important space power. India's space programme has traditionally combined relatively low-cost missions with increasingly sophisticated scientific and technological objectives. Greater involvement in Artemis could allow India to expand from successful robotic lunar exploration into more complex international human-spaceflight activities.
There is also a commercial dimension. A permanent lunar presence could eventually create demand for transportation, communications, robotics, power systems, construction technologies and resource-utilisation technologies. Indian private space companies could potentially participate in some of these emerging markets if suitable opportunities become available.
China Adds a Broader Strategic Dimension
The Moon is also becoming an increasingly important arena for international competition. China is pursuing its own ambitious lunar programme and has plans for the International Lunar Research Station. NASA's accelerated push for a lunar surface presence is therefore taking place within a rapidly changing global space environment.
The competition does not necessarily mean that lunar exploration will be limited to rival blocs. In fact, the scale and cost of establishing a sustainable presence on the Moon could make international cooperation increasingly valuable.
For India, this creates an unusual opportunity: it can strengthen cooperation with the United States while continuing to develop an independent space programme.
Why India’s Exact Role Remains Unclear
Despite the significance of NASA's invitation, it would be premature to assume that India will immediately become a major builder of the lunar base.
The difference between an invitation to collaborate and a signed technical agreement is substantial. Specific responsibilities would need to be negotiated, including funding, technology development, mission schedules, intellectual-property arrangements, launch responsibilities, safety standards and scientific objectives.
India would also need to determine which contributions are technically and financially realistic.
The most likely path is therefore gradual. Initial cooperation could focus on scientific research, technology demonstrations and robotic missions before progressing toward more demanding infrastructure or human-spaceflight responsibilities.
What Comes Next?
The coming years will be crucial in determining whether the current invitation develops into a major India-US lunar partnership.
NASA's Moon Base programme is still evolving, while India's own human-spaceflight and lunar ambitions are developing in parallel. As both sides negotiate specific projects, India's eventual contribution could become clearer.
For now, the most important development is not that India has already secured a defined position inside a lunar base. Rather, NASA has opened the door for India to become part of one of the most ambitious international space efforts of the coming decades.
If the partnership develops successfully, India's role could extend from robotic exploration and scientific research to technologies that help establish a sustainable human presence beyond Earth.
The Moon Base may still be years away, and many technical and financial challenges remain. But NASA's invitation gives India an opportunity to help shape what humanity's next era of lunar exploration could look like.
